A federal judge’s decision not to remove President Donald Trump’s choice as acting director of the Consumer Financial Protection Bureau sets up a potential appeal.

Richard Cordray promoted English to deputy director of the CFPB on his way out the door in November in a move intended to leave her as the acting director of the bureau.
